The Administrative Code of the City of New York is online . . . .

. . . to access it, go to the New York State Legislature's Public Legal Information page. From there, click on "Laws of New York." From there, scroll to the bottom of the page, passing "Consolidated Laws," "Unconsolidated Laws," "Court Acts," and "Rules." Under "Miscellaneous," choose the "ADC" link for the New York City Administrative Code.

The "Laws of New York" page also allows word searches of the laws linked. Tip: While a search for "lead paint" came up empty, another search for lead AND paint (without quotations) yielded 20 documents.
